The title and cover of Great Game On tell us that a struggle is underway between Russia and China for supremacy in Central Asia. But by the time the reader has reached the book’s end, they are persuaded that China has already won and that there is more than just Central Asia at stake.

What a difference a decade makes. When the second decade of the millennium opened, the United States was advocating an open door for trade and investment with China. In November 2011, President Barack Obama, in a speech to the Australian Parliament, revealed Washington’s new strategic and economic policy: the Pivot to Asia.

Two of the defining figures of our age are China’s President Xi Jinping and Russia’s President Vladimir Putin. Both are authoritarian rulers intent on reshaping the global Western-led order. They despise and mistrust the United States equally, and, to justify their hold on power, promote a nationalist and civilisationist vision that elevates the long historical and cultural roots of their societies. They have defined themselves as indispensable for their respective countries’ futures and standing in the world.

Scott Morrison does not like to explain the decisions he makes on our behalf. Sometimes he just refuses to discuss them, as he did when, as immigration minister, he simply rejected any questions about how his boat-turnback policy was being implemented at sea. At other times he is a little subtler, as he has been this year while presiding over what will probably prove to be the most consequential shift in Australia’s foreign relations in decades. The collapse in relations with our most powerful Asian neighbour and most important trading partner is not just Canberra’s doing, of course; it has resulted from decisions made in Beijing too. But Australia’s recent and current choices have certainly contributed to the chill, and our future choices will do much to determine where things go from here.
