In February 2022, Russia invaded Ukraine. Remarkably, Ukraine fought an effective, close-run defensive campaign and the war turned into a quagmire for Vladimir Putin’s regime. As early as the following month, with the appalling revelations from Bucha of Russian atrocities, it was clear that this was – as they all are – a very dirty war. At the time of writing, the frontline exists in precarious stalemate and serious questions loom about the reliability of ongoing US-led material support, which is necessary for Ukraine to continue the resistance.

One of the puzzles of Australia’s diplomatic service is the comparative lack of informative memoirs by senior diplomats. Of the sixteen heads of Foreign Affairs mentioned in this book, only three apart from Richard Woolcott – Alan Watt, Alan Renouf, and Peter Henderson – have written memoirs (although John Burton wrote much about international conflict management, and Stuart Harris – more an academic than a public servant – has written about many international issues, especially economic ones). Some senior figures have contributed columns and articles, but many other senior and respected ambassadors have written nothing. Perhaps this is one reason for the lack of a profound appreciation of international affairs in Australia, which Woolcott so deplores. This book, however, is a substantial contribution to the literature, situated firmly in the realist tradition, and is probably the best memoir to date from a former Australian diplomat.

We all like to think of ourselves as civilised. Civilisation is like ethics: a concept and an underlying value system that seems impossible to oppose. Who, after all, could possibly be against civilisation? Who would want to take issue with the institutional stability, the democratic order and the standards of fairness, decency and culture we have come to see as hallmarks of a civilised life? Brett Bowden does. He does so in an ambitious and fascinating book that offers what could be called a genealogy of civilisation: an inquiry into the history, meaning and political impact of a concept.

At first sight, a genealogy of civilisation seems a rather dry and academic exercise. Bowden, a political scientist at the Australian Defence Force Academy, University of New South Wales, examines the political and cultural contexts in which the idea and the ideal of civilisation emerged. He locates the linguistic roots of civilisation in fourteenth-century French, but then focuses primarily on how the concept took on an increasingly important meaning in the French, English and German vocabulary during the eighteenth and nineteenth centuries. Although Bowden draws only on English-language sources, he still offers a sophisticated and remarkably wide-ranging discussion of how the concept of civilisation became central to philosophy, legal discourse, scientific progress, socio-political institutions and colonial ambitions.

On 17 November 2011, President Barack Obama quoted Banjo Paterson to an audience of Australian and American military personnel at RAAF Base Darwin. He recited a question that Paterson posed about Australia in a poem he wrote to celebrate Federation in 1901: ‘Hath she the strength for the burden laid upon her, hath she the power to protect and guard her own?’ The question haunts us still. Obama assured his listeners that the answer was ‘yes’, but everything about the circumstances of his speech suggested the opposite.

When the Society for Anglo-Chinese Understanding (SACU) invited Hugh Trevor-Roper, Regius Professor of History at the University of Oxford, to visit China in 1965, he jumped at the chance. It was a decision that all parties concerned came to regret. The eminent historian had a terrible time in China, ‘that land of bigots and parrots’. He didn’t meet the right people. He found no intellectual equals. The interpreters and guides assigned to the group weren’t up to the job. He nicknamed them Cement-head, Duckbottom, Smooth-face, and the Presbyterian.

Scott Morrison does not like to explain the decisions he makes on our behalf. Sometimes he just refuses to discuss them, as he did when, as immigration minister, he simply rejected any questions about how his boat-turnback policy was being implemented at sea. At other times he is a little subtler, as he has been this year while presiding over what will probably prove to be the most consequential shift in Australia’s foreign relations in decades. The collapse in relations with our most powerful Asian neighbour and most important trading partner is not just Canberra’s doing, of course; it has resulted from decisions made in Beijing too. But Australia’s recent and current choices have certainly contributed to the chill, and our future choices will do much to determine where things go from here.

It is a damning – if not altogether surprising – indictment on our public discourse that the average Australian knows far more about political and social developments on the other side of the world than about those occurring in our ‘near abroad’. It takes just fifteen minutes to travel in a dinghy from the northern most island in the Torres Strait to Papua New Guinea. The flight from Darwin to Timor-Leste lasts barely an hour. If visitors were permitted in Indonesian-controlled West Papua, the trip from Australia to Merauke, by plane from Darwin or boat from the Torres Strait, would not take much longer. Yet judging by the sparse coverage these regions receive in our press and by their minimal prominence in our politics, they might as well be on Mars.

In 1991, French sociologist Jean Baudrillard provocatively claimed that ‘the Gulf War did not take place’. His argument was not a denial of the violence, suffering, and death experienced by civilians but rather that those very realities were absent in the mediatised consumption of the conflict. Dominant discourses reproduce the key events of the age, and the distant spectator can hardly escape the saturation of simulated symbols they entail. In Baudrillard’s words, ‘the warriors bury themselves in the desert leaving only hostages to occupy the stage, including all of us as information hostages on the world media stage’.
